The Oklahoma State Home Builders Association has long been committed to high standards of professionalism, safety, fairness, progressive building techniques and the preservation of free enterprise values. These tenets are set forth in our Code of Ethics.
Through the years there has been frequent discussion concerning a more formalized and regulated compliance of these values through some system of licensing, registration or certification. External pressures from consumers through the legislative system, coupled with increasing internal concerns about fair competition and the professional image of our industry have given rise to a hard look at implementing certain levels of compliance and control.
The Certified Professional Builder Program presented herein reflects nine months effort on the part of our membership and its leaders. It is comprehensive, specific, and will serve to allow the public to distinguish those home builders who have committed to high standards of professionalism.
This program was unanimously approved at the 2001 State Convention. It took effect January 1, 2002.

Program Requirements
ELIGIBILITY
All members who have been Builder Members for a minimum of two (2) years of the Oklahoma State Home Builders Association, either through local association membership, chapter affiliation, or via the at-large designation, shall be eligible to qualify for the Certified Professional Builder designation. Only those members in good standing who meet the qualifying criteria shall be allowed to display the Certified Professional Builder logo or to use such designation in any public display of advertising. There is an annual fee of $100.00, due and payable each year, to maintain certification, not including the continuing education requirements.
CONTINUING EDUCATION REQUIREMENTS
All designees of the program must obtain 9 hours of continuing education each year. There is no carry-over of hours in excess of the 9 hour requirement. 3 of the 9 hours must come from one of these required courses; insurance, safety, or ethics. Designees can obtain 1 credit for attending the International Builders Show and they may obtain 1 credit for attending at least 3 of their local chapter meetings. Designees need to send proof of education to the state office for record keeping purposes.
APPLICABLE LAW
All designees must comply with appropriate Oklahoma statutes that concern Residential Contractors.
FINANCIAL INFORMATION
Local associations shall forward all applications only after an appropriate credit check as deemed by that association’s procedures.
INSURANCE
All designees must carry at least a minimum premium policy of Workers Compensation Insurance and a minimum of $1 million in General Liability coverage at the time of application and with each renewal.
MEMBERSHIP
All applicants must be a builder member of their local association for 2 consecutive years in order to be eligible to be a Certified Professional Builder. Any designee that does not obtain the required minimum insurance coverage for fails to maintain the continuing education requirements will be dropped from the program and will be ineligible for recertification for 1 year.
WARRANTY
All active Builder members shall be required to provide to each homeowner a written warranty of not less than one year
CODE OF ETHICS
All members must adhere to the Code of Ethics as set forth in the state By-laws.
MINIMUM CONSTRUCTION STANDARDS
All members must build in compliance with all appropriate local, state, and national building codes
